Burns & McDonnell Project Manager - Environmental Siting and Routing (Multiple Locations) in Austin, Texas
Burns & McDonnell’s Texas Regional Global Practice, officed out of Houston or Austin, is actively seeking a Routing and Siting Planner/Specialist to support, manage, and develop business for transmission line routing studies, environmental surveys, National Environmental Policy Act (NEPA) analysis, and land use planning/permitting services. The candidate should have an established and successful history managing and leading tasks for both small and large-scale projects including but not limited to assisting with developing proposals and cost estimates, executing project tasks, and assisting with developing strategic plans. The Planner/Specialist will support and manage the execution of environmental projects, be a subject matter expert, and be a technical lead/author on environmental studies and analyses to support applications for certificates of convenience and necessity pursuant to authorization from the Public Utilities Commission (PUC) of Texas. Other areas of expertise may include NEPA analysis, resource impact assessment and consultation, and land use planning. This position also includes managing permit applications and analyzing environmental data supporting the development of environmental documents and studies for various types of projects, including high-voltage transmission lines, renewables, power generation construction activities, and upstream and midstream Oil and Gas. Candidates with demonstrated experience scoping and leading these types of projects are strongly preferred.
The Environmental Siting & Routing Project Manager will work within our Environmental Services (ENS) Global Practice to perform the following primary duties:
Project management, team leadership, management & mentoring of junior staff;
Prepare routing studies and evaluations pursuant to CCN applications for approval by the Texas PUC;
Prepare environmental studies/evaluations, impact analysis, and NEPA documentation for projects serving a variety of markets;
Conduct pre-application meetings with jurisdictions, interact effectively with county and local staff, prepare and submit land use permits, and prepare material for public open houses and public outreach;
Work independently and demonstrate a high level of competence in the area of technical report writing related to NEPA compliance as well as other types of technical reports and regulatory (Federal, State, local) permitting documents;
Work with clients, resource agencies, environmental and technical staff to prepare environmental documents and related technical studies;
Develop, cultivate, and strengthen existing and new client relationships;
Other duties as assigned.
B.S. or M.S. in Environmental Science or Studies, Planning, Natural and/or Cultural Resource Management or related field, or B.S. or M.S. in land use planning/urban planning. Applicable years of experience may be substituted for degree requirement.
Minimum 7 years related consulting experience in a wide variety of areas ranging from leading and managing technical teams, project management, business development, and the ability to effectively balance their direct and indirect utilization rates.
Specific demonstrated experience supporting and acquiring CCN certificates for electric transmission line projects.
Experience with the resources and regulatory agencies in Texas. Local and regional knowledge and relationships with industry and regulatory agencies is preferred.
Excellent written, verbal and interpersonal communication skills.
Solid time management and follow-through skills, with the ability to simultaneously work on and manage multiple tasks/projects with tight deadlines.
