Burns & McDonnell Staff Environmental Engineer (Houston) in Houston, Texas
Description
Prepare air permit application packages and associated documentation consistent with relevant state and federal environmental regulations, published guidance documents, and agency policies.
Develop spreadsheet-based air pollutant emission rate calculations for typical emission sources located within industrial facilities such as chemical manufacturing facilities, petroleum refineries, other petroleum process operations, and industrial manufacturing facilities.
Review environmental local, state, and federal regulations applicable to industrial facilities, determine which requirements apply to specific facilities and operations, and recommend steps for facilities to develop compliance programs.
Conduct environmental site assessments and inspections of industrial facilities and construction projects to collect construction progress information, evaluate environmental compliance performance, and recommend improvements.
Work with client and team members to manage projects, budgets, and timelines.
Develop reports for facilities to comply with regulatory reporting requirements such as Title V Federal Operating Permit compliance reports, annual emission inventories, and other routine air quality regulatory reports.
Perform all work in accordance with company and site safety policies.
25% travel is required.
Qualifications
- Requires a Bachelor of Science degree in Civil Engineering, Environmental Engineering or a related Engineering field plus three (3) years of environmental engineering experience.
Must have two (2) years of experience with the following:
Determining the appropriate air quality authorization method for specific planned construction involving installing, expanding, or modifying industrial facility emission sources.
Developing spreadsheet-based air pollutant emission rate calculations for typical emission sources located within industrial facilities such as chemical manufacturing facilities, petroleum refineries, other petroleum process operations, and industrial manufacturing facilities·.
Developing air permit applications or other relevant authorization documents to obtain agency approval of regulated emissions, emission abatement equipment, and emission unit operations at industrial facilities.
Working with Texas air quality regulations and Texas Commission on Environmental Quality to obtain air quality permits.
Developing reports for facilities to comply with regulatory reporting requirements such as Title V Federal Operating Permit compliance reports, annual emission inventories, and other routine air quality regulatory reports.
Communicating directly with clients and agency personnel to complete air quality permitting and air quality regulatory compliance projects.
Managing project labor hours and schedule to meet client expectations regarding costs and schedule to obtain air quality permits, regulatory reports, and comparable documents.
The employer will accept a Master of Science degree in Civil Engineering, Environmental Engineering, or a related Engineering field plus two (2) years of environmental engineering experience in lieu of a Bachelor's degree plus three (3) years of environmental engineering experience. 25% travel is required.
