Description

The Environmental Services (ENS) Technology & Innovation Manager is responsible for leading, developing, and managing existing technology and the technological advancement of ENS. The Technology Manager will be responsible for the management performance, deployment, and updating of all technology & software tools, document control software, and all other technology that may be utilized by ENS. The Technology Manager will report to the Project Delivery Manager and support Regional Offices, Departments, and Technical Service Areas (TSAs) in the maintenance, development and deployment of technology, while supporting innovation efforts to improve the efficiency, profitability and marketability of these business units.

  • Responsible for day-to-day operations of the Technology & Innovation group. This includes setting the overall direction, developing and executing strategy, and coordinating the efforts of application specialists and other supporting staff.

  • Manage development and execution of overall ENS technology business initiatives to achieve goals and objectives.

  • Manage, coordinate, log, and maintain ENS suite of software tools.

  • Provide technology and software direction and support the businesses and markets within ENS.

  • Support sales proposals/efforts when clients request details on our technology capabilities

  • Interface with client counterparts for software and technology coordination.

  • Participate in key conferences and initiatives with our key technology providers and develop relationships with technology vendors

  • Direct oversight and management of software and technology budgets, costs, and expenditures.

  • Own, coordinate, manage, track, and continually improve technology tools and processes developed in the departments including programming and database queries.

  • Develop and maintain technology strategies for ENS.

  • Maintain in-depth knowledge of technologies used to support assigned applications and systems.

  • Responsible for the recruitment, development, training, and retention of staff.

  • Responsible for conducting performance evaluations for department staff.

  • Provide leadership, guidance, and instruction to the department.

  • Responsible for interpreting policies, purposes, and goals of the organization to employee-owners.

Qualifications

  • Bachelor's degree in computer science, engineering, environmental science, construction or related degree from an accredited program and a minimum of 7 years related professional experience in design and/or project management or 11 years of applicable experience.

  • Knowledge of software development and programming experience preferred.

  • Knowledge of software and hardware system architecture, preferred.

  • Knowledge of standard engineering techniques, principles, and procedures, preferred.

  • Experience building key data analytic reports using Microsoft PowerBi preferred.

  • Knowledge of processes for geospatial data using FME Desktop, FME Server, and ArcGIS Pro for integration into ArcGIS Online (AGOL) preferred.

  • Knowledge of SQL queries & Python scripting preferred.

  • Knowledge of AGOL schema to design, create and maintain databases preferred.VBA capability preferred.

  • Previous leadership and/or management experience.

  • Experience implementing software tools.

  • Expert experience in client and business development.

  • Expert experience in managing projects, which includes proposal development, contract negotiations, project planning, design team coordination & communication, budgeting, schedule management, and client coordination.

  • Expert facilitation, collaboration, organization, and problem- solving skills.

  • Demonstrated success as to budget, savings and/or profit margins in completed projects.

  • Ability to thoughtfully and positively influence, lead and manage.

  • Excellent planning and analytical skills.

  • Must demonstrate excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
