Burns & McDonnell’s operation in Kansas City is looking for a Senior Environmental Air Permitting Specialist to lead air permitting and compliance services to the power, industrial, commercial, oil & gas and manufacturing industries. Additional experience in Sustainability and ESG planning for the same industries will be a plus. The Senior Environmental Air Specialist will work within our Environmental Services Global Practice and perform the following duties:
Lead preparation of air construction and operating permit application packages.
Provide technical consulting expertise and lead junior staff on air quality analyses.
Oversee environmental site assessments and inspections to ensure compliance with local, state and federal air quality requirements.
Verify accuracy of emission calculations and estimates for routine emissions as well as maintenance, startup and shutdown emissions.
Prepare and present proposals including scope of work, estimated cost and schedule for air permitting and compliance projects as well as all environmental permitting.
Provide leadership, guidance and instruction to less experienced staff.
Build effective relationships with existing clients, customers and contractors and develop new business opportunities.
Develop new clients in environmental permitting services.
Prepare and present client and professional meeting presentations.
Manage sales and marketing efforts and identify key pursuits.
Responsible for QA/QC process adherence.
Ensure compliance with company and site safety policies.
All other duties as assigned.
Qualifications
Bachelor's degree in engineering (environmental, civil, or chemical) from an accredited program plus 7 years related experience or Bachelor’s in meteorology, environmental science or related degree from an accredited program plus 8 years of related experience.
Proficiency in air pollution permitting and compliance as well as a deep understanding of air permitting for complex facilities.
Ability to manage air permitting and compliance projects is necessary.
Knowledge and project experience with sustainability and ESG services/analysis is also a plus.
Completion of a master's degree in a related field may be substituted for one year of experience.
Consulting experience preferred.
Ability to leverage existing client relationships toward future business opportunities preferred.
Superior technical writing abilities.
Expert knowledge of federal, state, and local air regulations with emphasis on the Clean Air Act, Prevention of Significant Deterioration, Nonattainment New Source Review, and Title V.
Experience in performing in air quality dispersion model analyses such as AERMOD, AERSCREEN, CALPUFF, VISCREEN, PLUVUE and SLAB is a plus.
Ability to establish effective working relationships with contractors, co-workers, and other professionals.
Expert analytical and problem-solving skills.
Excellent project management skills.
Expert oral and written communication skills, technical writing skills and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
Expert in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
