Description
The Senior Government Audit & Contract Analyst will provide consultative technical/analytical and functional support in the area of contract management and audit functions.
Responsible for certifying compliance with Federal Acquisitions Regulations (FAR) and Cost Accounting Standards (CAS) and various federal and state regulations.
Plans and leads various compliance audits with Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA), State Departments of Transportation as well as other client audits.
Interfaces with government auditors to provide compliance documentation.
Manages audit schedules and responds to audit inquiries as necessary.
Prepares audit reports in accordance with FAR and CAS and American Association of State Highway and Transportation Officials (AASHTO) Uniform Audit and Accounting Guide.
Analyzes the company’s overhead rate on an annual basis.
Prepares and maintains company’s Cost Accounting Standards Board (CASB) Disclosure Statement.
Prepares and submits Annual Incurred Cost Submissions report.
Manages the preparation process of annual prequalification audit packages for various states.
Manages and provides cost and pricing data for federal and state contract proposals.
Reviews and analyzes all federal contract proposals for submission.
Monitors and verifies company compliance with time reporting policy.
Evaluates and verifies conformance of company policies and procedures with applicable regulations and recommend changes when appropriate.
Monitors developments in government procurement statutes, regulations, and CAS board pronouncements to implement if necessary.
Notifies senior management of any changes to regulations and identifies the potential impact of the change on current company processes and implements process changes.
Confirms processes supporting the government compliance function are effective and efficient in accordance with best practices within the industry.
Analyzes the company's overhead rate on an annual basis.
Research, develop and implement process improvements in close collaboration with management.

Qualifications
Bachelor's degree in Accounting, Business, or a related field. Applicable experience may be substituted for the degree requirement.
Minimum of 5 years experience in public accounting or 11 years with public/private mix (prior DCAA and/or experience with engineering and construction industry preferred).
Prior experience with System Award Management (SAM) Administrator, Central Contractor Registration (CCR) and Online Registrations Certification Application preferred.
Expert knowledge of FAR and CAS.
Expert knowledge of AASHTO Uniform Audit and Accounting Guide is also preferred.
