Burns & McDonnell Proposal Manager (Wallingford) in Wallingford, Connecticut


The Proposal Manager is responsible for managing the proposal plan; the Request For Proposal (RFP) release and the process including end game, and checkmate for business development proposals to win work for the company. This position will conduct assigned proposal development efforts in collaboration with business development and project management leadership to develop distinctive value propositions that enhance our clients' competitive positions.

  • Determine departmental objectives and requirements, organizing projects and developing standards and guidelines.

  • Applicable years of experience in lieu of degree

  • Manage the proposal plan, draft storyboards, and proposal/win strategy.

  • Manage team meeting assignments and proposal plans.

  • Manage pink team review meeting and approve proposal material in response to review and requests.

  • Manage the review process of the go/no-go decision and the official proposal kickoff meeting.

  • Manage proposal process involving graphics and visuals to submittal.

  • Manage post-submittal activities to ensure close-out.

  • Manage the interview and presentation generation and preparation.

  • Manage Customer Relationship Management (CRM) activity and global practice or regional office reporting.

  • Superuser of CRM system and functionality.

  • Manage the submittal for industry awards (ACEC; ENR) local trade or national trade publications.

  • Interpret and establish policies, procedures, and strategic goals of the organization.

  • Support and assist in the development of a Department business plan.

  • Determine departmental objectives and requirements, organize projects and develop standards and guidelines.

  • Attend project meetings when requested by division.

  • Develop department tools and work flows to increase efficiency of designs, specification development, and project execution..

  • All other duties as assigned.


  • Bachelor's degree in marketing, communications, business administration, or related field. Applicable years of experience may be substituted for degree requirement.

  • Minimum 10 years in marketing, business development, or sales with a professional services firm. Experience at an A/E firm preferred.

  • Previous management experience is preferable.

  • Must demonstrate excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.

  • Position requires the ability to thoughtfully and positively influence, lead, and manage change.

  • Candidates must possess strong project management skills and a strategic perspective.

  • Extensive knowledge of the request for Information and Request for Proposal process in the A/E/C industry both from a private and public sector perspective, including previous experience developing and coordinating responses to RFPs.

  • Extensive knowledge of and previous experience preparing and coordination preparation of qualification submittals and proposal development in terms of deliverables, schedules, and the coordination of information resources to meet schedules.

  • Must be proficient in the use of basic computer software (i.e., Microsoft Word, Excel, PowerPoint).

  • Previous experience developing and delivering training presentations related to proposal communications, proposal strategies, business development and/or pursuit strategies.
